According to the North American Vexillological Association's survey of American City flags, Washington DC's flag is the best:

Other highly ranked flags that I liked were St. Louis (number 5):
And Indianapolis (number 8):
I also liked Fresno's flag, but it got a lower ranking due to the presence of "Fresno" in the design (number 36):
My current home city was also dinged for this error (number 47):
Of the lower ranked flags, the worst has to be Provo (number 143):
But, according to the vexillologicists, Pocatello deserves the honor (number 150):
